Rosario Chico, an Oklahoma mother and former television producer, currently works for the Oklahoma Department of Human Services (DHS) in Child Protective Services. She is actively involved in legal and advocacy efforts concerning child welfare and DHS practices.
Child Custody Dispute:
Approximately three years ago, Ms. Chico’s children were placed under the guardianship of their paternal grandmother. Ms. Chico asserts that this arrangement violates an active protective order intended to safeguard her and her children from the children’s father. She has been working to regain custody, emphasizing that she has not been deemed unfit by the Oklahoma Department of Human Services (DHS).
Criminal Charges:
Ms. Chico is facing a criminal charge of “child stealing” stemming from her efforts to protect her children. Advocates have urged Tulsa County District Attorney Steve Kunzweiler to dismiss the charge, arguing that Ms. Chico had lawful custody of her children. They further contend that the guardianship was fraudulently obtained through unethical practices, including alleged misconduct by attorneys, unlawful recruitment and communication with handpicked judges, and violations of judicial procedure. Advocates emphasize that these actions were carried out to shield the children’s father from accountability for his abuse of the minor children. Federal Lawsuit:
Ms. Chico has filed a federal lawsuit against Catherine Welsh, the guardian ad litem involved in her divorce and custody proceedings. The lawsuit alleges that Welsh engaged in misconduct and failed to act in the best interests of Ms. Chico’s children during the custody case. The lawsuit is currently pending.
Allegations of Attorney Misconduct:
Ms. Chico claims that opposing attorneys, including Scott Johnson and Becki Murphy, engaged in fraudulent activities during the guardianship proceedings. She alleges that these attorneys falsified documents and committed other acts of misconduct to secure the guardianship of her children.
Advocacy and Petition for DHS Investigation:
• Grand Jury Petition: Ms. Chico has been instrumental in organizing a petition to convene a grand jury investigation into DHS, alleging systemic failures in handling child abuse reports and other concerns. An Oklahoma judge approved the petition, requiring 5,000 signatures by December 23, 2024, to proceed.
• Allegations Against DHS: Ms. Chico and her supporters claim that DHS has inadequately addressed reports of child sexual and physical abuse, often failing to involve law enforcement appropriately. They seek greater transparency and accountability within the agency.
Allegations of District Attorney Interference:
• Injunction Against DA: Advocates filed an injunction against Tulsa County District Attorney Steve Kunzweiler, alleging that he interfered with their efforts to gather signatures for the grand jury petition. Ms. Chico asserts that Kunzweiler attended signature collection events and discouraged individuals from signing the petition, potentially hindering their progress.
• DA’s Response: District Attorney Kunzweiler denies these allegations, stating that he attended a signature event to ensure that the petition was accurately represented to the public. He emphasized the importance of citizens being fully informed before signing such petitions.
Employment with DHS and Whistleblower Activities:
• DHS Employment: To gain insight into the agency’s operations, Ms. Chico worked for DHS, aiming to understand its policies and practices firsthand. She has since become a whistleblower, voicing concerns about the agency’s handling of child welfare cases.
Professional Background:
• Media Production: Ms. Chico has experience in media production, having worked as a shooter/producer on various projects, including “Dick Clark’s New Year’s Rockin’ Eve with Ryan Seacrest.”
• Television Credits: She is credited as a producer on television series such as “The First 48” and “Killer Unknown.”
Justice 4 Rosario Campaign:
The “Justice 4 Rosario” campaign is a grassroots movement advocating for Ms. Chico, focusing on:
• Dismissal of Criminal Charges: Supporters are calling for the dismissal of the “child stealing” charge against Ms. Chico, asserting that her actions were in defense of her children’s safety.
• Reunification with Children: The campaign seeks the return of Ms. Chico’s children, who were placed under the guardianship of their paternal grandmother, a situation Ms. Chico contends violates an active protective order.
• Investigation into DHS Practices: Advocates are pushing for a grand jury investigation into DHS, alleging systemic failures in handling child abuse reports and other concerns.
The campaign maintains an active presence on social media, utilizing platforms such as the “Justice 4 Rosario” public group on Facebook to share updates, organize events, and mobilize support.
Ms. Chico’s situation has garnered significant attention, highlighting broader concerns about child welfare practices and the transparency of state agencies in Oklahoma.

Four Motions for the Judge to Hear from Rosario’s Oldest Son (Age 14) Have Been Filed Since 2022
Despite these motions, the Guardian ad Litem, the Guardian, and the Father have all opposed allowing the child to speak directly to the judge. Why? Because for years, allegations of abuse and substance abuse by the father have been swept under the rug.
Attorneys are silencing the children and blocking them from having a voice in the truth.
Will you help be their voice?
